Assembly Committee to Hold Hearing on Legalizing Marijuana

The road to legalizing marijuana for all in California takes another step tomorrow. The California Assembly Public Safety Committee tomorrow will hold an informational hearing "on the implications of taxing and regulating marijuana similarly to alcoholic beverages," according to a press release from Assemblymember Tom Ammiano (D-San Francisco), chair of the committee and author of the legislation.

New L.A. Medical Marijuana Policy Proposed, but Will it Work?

The newly proposed ordinance--the fourth to be considered--is reported to be the most strict version yet. "Under the measure, the shops will be open only from 10 a.m. to 8 p.m., will be allowed to have only five pounds of marijuana on hand and no more than 100 plants," says the Daily News. "Also, all the marijuana provided must have been grown by the collective." Additionally, locations not following city rules will be forced to shut down immediately. But the proposal is not without potential controversy and lawsuit fodder. Dispensaries would be required to hand over the names of members and providers to police, owners of new locations will have to notify neighborhood councils and the city council, the sale or manufacture of edible marijuana treats will be banned...

City of Fail: Judge Stops L.A. from Enforcing Medical Marijuana Ban for One Dispensary

A superior court judge today told Los Angeles city officials in a preliminary injunction that they were the ones breaking the law, not a medical marijuana dispensary that was told it could not operate under a 2007 moratorium--since extended twice--banning new medical marijuana facilities.

When Orange County's independent TV station KDOC dumped Cannabis Planet, it wasn't too hard for executive producer Brad Lane to find a willing provider. As of August 13th, the half-hour show has been airing twice weekly on another local indie station, KJLA, which reaches around five million SoCal households, according to the New York Times in a profile of the show.

Possibly adding fuel to the city's grease fire to get rid of illegal street vendors, a Center for Disease Control report released today tells of an April incident in which pot brownies bought from a bogus church fundraiser ended up in a preschool teacher's lounge sickening several teachers.

Don't Inhale! Santa Barbara Co. Wildfire Set By Mexican Pot Operation

Authorities in Santa Barbara County have confirmed that a wildfire which has currently scorched over 75,000 acres was set within a Mexican drug operation's cooking area, according to LA Now. The blaze began on the pot farm, and it's believed "the assailants are still in the forest area trying leave the forest by foot," as the fire rages uncontrolled. The "La Brea fire" started on August 8th, but is only at about 25% contained right now. Although firefighters are working to deprive the blaze of new fuel to burn through, hot temperatures, low humidity, and difficult terrain have made this battle a challenge. Over two hundred homes remain on evacuation.

Medical Marijuana Dispensaries Raided on the Westside

A collective of enforcement agencies including the FBI, DEA, local police departments and the IRS raided at least two dispensaries on the Westside for unknown reasons this afternoon. Warrants were also served on the private homes of the owners. Organica Collective on Washington Blvd. in Culver City was raided followed by the Overland Gardens Collective in West Los Angeles were raided around 11 a.m. and authorities were still searching for unknown things hours later. A dog believed to be a pit bull was shot at one of the locations.

Marijuana Ballot Initiative Takes Another Step Towards Reality

Yesterday an Oakland medical marijuana entrepreneur took his first official step to put a proposition on the 2010 ballot that would ask Californians to legalize marijuana. If passed, those over 21 could smoke freely and could grow it for personal use on garden plots up to 25 square feet, according to the Associated Press. Richard Lee and his group will need to collect 434,000 signatures to qualify for the ballot. This proposition is different from a less restrictive one filed two weeks ago by two lawyers in Northern California. Also at the state politics level, Assemblymember Tom Ammiano's bill will have hearings this Fall.

Smoked Out: Westchester Pot Clinic Goes Up in Flames

An early morning fire sent a medical marijuana dispensary in Westchester up in smoke today. The clinic, the Westchester Collective, was located "on the second floor of a two-story commercial building," at 8936 Sepulveda Blvd., according to cbs2.com. "It took 69 firefighters an hour to extinguish the blaze," that caused property damage but no injuries, and did not spread to nearby structures. Authorities are investigating the cause of the blaze

Take a Deep Breath:  City Council Begins to Tackle Sticky Issue of Pot Dispensaries

The hundreds of medical marijuana dispensaries that cropped up all over town in the past few years are now facing uncertain futures, as City officials mull the next step in the process to close them down, reports the LA Times. They are working on a short list of pot shops "targeted for extinction by a City Council chagrined that it allowed hundreds to open in Los Angeles despite a 21-month-old moratorium."

City Council Denies 12 Medical Marijuana Hardship Exemptions*

The storefronts denied today had all applied for hardship exemptions before it was removed from the city's marijuana dispensary moratorium earlier this afternoon. Only owners from two stores appeared to speak during public comment, noting they were unprepared because notices of today's hearing were only sent out last Friday.

Loophole in Medical Marijuana Dispensary Ban Nearing Closure

A motion to fill a loophole in Los Angeles' moratorium on new medical marijuana dispensaries was approved by a City Council committee today. In 2007 when the ban was set, routine ordinance language provided dispensaries a chance to apply for "hardship exemptions," demonstrating why they should not be included in the ban, even if they had not fulfilled basic requirements like showing proof of insurance, a business tax license and other documents. Around 500 applications have been submitted, according to the city's Council File Management System (search "marijuana") and none of have acted upon, but dispensaries continue to open around the city. The moratorium will expire in September. A copy of today's motion, which should move to the full City Council soon, is below:

Legalizing Marijuana for all of California? Schwarzenegger says it's 'Time for Debate'

It looks like Governor Arnold Schwarzenegger has taken the debate over marijuana to whole a new level, the Sacramento Bee reports: The governor was asked about a recent Field Poll [.pdf] showing that 56 percent of registered voters support legalizing and taxing marijuana to raise revenues for cash-strapped California. Assemblyman Tom Ammiano, D-San Francisco, has proposed legislation that would legalize the drug for recreational use, rather than just medical purposes.

LAPD Chief Bratton Wants Marijuana Sold in Regular Pharmacies

"While I fully support [marijuana's] use for medicinal purposes, why don't we regulate it like we do Lipitor or Viagra," Bratton said today at a media event unrelated to urging city council to expedite the new dispensary laws. "You can't buy those two without getting it through a legitimate pharmacy. If this drug is so important and so helpful, why is it not regulated like every other drug?" In September 2007, the city placed a year-long moratorium on new dispensaries while the city drafted new regulations on them. Twice, the city has extended the moratorium, which is still in effect. Clearly frustrated at the state law passed thirteen years ago by voters, Bratton exclaimed, "they pass a law, then they have no regulations as to how to enforce the darn thing and, as a result, we have hundreds of these locations selling drugs to every Tom, Dick and Harry."

Obama: Marijuana is Not a Good Economic Route for Recovery

In today's online town hall meeting with President Barack Obama, possible questions were voted on by millions of Americans. Overwhelmingly, and not surprisingly, one of the most popular questions was in regards to marijuana and the economy. "I don't know what this says about the online audience," Obama remarked, adding "no, I don't think that's a good strategy to grow our economy." Jack Cole, the executive director of Law Enforcement Against Prohibition (LEAP), said in response, via the Huffington Post, that "it would be an enormous economic stimulus if we stopped wasting so much money arresting and locking people up for nonviolent drug offenses and instead brought in new tax revenue from legal sales, just as we did when ended alcohol prohibition 75 years ago during the Great Depression."

U.S. Attorney General Eric Holder announced yesterday that "federal authorities will stop raiding dispensaries in states where medical marijuana is legal," reports the Daily News.

School Asks Student to Buy Marijuana in Unofficial Sting

Irresponsible, unethical? "Three administrators at Porter Middle School in Granada Hills have been reassigned for allegedly asking a boy to buy marijuana as part of an informal sting operation against another student, according to authorities," the LA Times is reporting. The student is not under investigation but the administrators and alleged drug dealer are.

"With the state in the midst of an historic economic crisis, the move towards regulating and taxing marijuana is simply common sense. Cops in Fontana hit the payload last night, after working with drug enforcement and ICE agents, when they found a fortune in marijuana stashed inside some figurines. The authorities had the home in the 8900 block of Reseda Avenue under surveillance for several days, which "paid off when someone dropped off a load of ceramic donkeys, and about 1,500 pounds of marijuana, with a street value of $1.5 million, was found inside the statues," according to abc7.com. The investigation remains ongoing, and no arrests were reported.

3rd Time's a Charm: Another Man Brings a Gun to LAX

For the third time in four days, LA Airport Police have arrested a man for bringing a gun to LAX. "Markus Dane Sargent, 27, was taken into custody about 7 a.m. on World Way West, which is used by employees getting into the airport, Airport Police Sgt. Jim Holcomb said," via wire reports. "An antique .22-caliber long rifle made by the Marlin Firearms Co. loaded with 12 rounds was found in the trunk of his car at a perimeter checkpoint, Holcomb said." Like Saturday's incident, Sargent, who worked for an airport vendor, forgot that he had the gun in his car. And to boot, he was busted for possession of a small amount of marijuana--double tsk. On both Friday and Saturday in unrelated cases, men were arrested for bringing guns onto airport grounds.

So let's say you've got some high-quality homegrown all bagged up and ready to go but no one to buy it--I mean, let's face it, the economy these days doesn't leave much room for luxury items--where can you go? Well, the internet, obviously. Since the goods have a pretty fixed street value, eBay might seem out of the question, so the next logical choice for online wheeling, and, in this case, dealing, is the mecca of the mundane, aka Craigslist.

At about noon yesterday Drug Enforcement Administration agents showed up at Organica Collective at 13456 Washington Boulveard in Venice and conducted a raid that yielded no arrests, but left a tremendous amount of disarray in their wake.

Like an episode of Weeds, LA City firefighters responding a warehouse fire last night in the Vermont Knolls neighborhood of South LA discovered marijuana plants as they fought the fire on the second floor of the building. Easily knocked down in 20 minutes, police investigators later found at least 50 full-grown marijuana plant and several pounds of dried product ready to ship, according to the LAPD, per KCBS. According to the media relations office at the LAPD, no suspects have been arrested yet.

There is an initiative in the works that could end up on the November ballot that allows for marijuana to be sold to anyone, and anywhere that already sells alcohol. Its being called The Inalienable Rights Enforcement Initiative. From the full text of the measure:

After a highly amusing bout at Spike TV's Guy's Choice Awards afterparty, we were invited back to check out the 3rd annual Marijuana Policy Project fundraiser. With Perry Farrel of Jane's Addiction at the turntables and celebrities swarming the grounds, hundreds flocked to the Mansion with the sole intention to raise awareness about the importance of marijuana legalization. Well that, and obviously to flirt with this year's playmates.
