LA County Registrar-Recorder Dean Logan confirms this program in an e-mail to LAist, but has a warning: "due to the volume, those voters calling in for Ballot Express are being advised that we need a minimum of three hours time before they come in to pick up their ballot."

More than two hours later, he was in a tent waiting to be called inside to vote. Come 3:30 p.m., he was inside finally, but waiting to get called to a voting booth.
